Most foreigners living in Poland will need a PESEL sooner or later — it's the personal ID number used for healthcare, taxes, many contracts and online government services. It's issued at the local municipal office (Urząd Miasta / Gminy), based on a valid ID, a legal basis for the number and a correctly completed application. They are three different things. Zameldowanie is registering your address with the local authority. A residence permit (e.g. zezwolenie na pobyt czasowy) is the legal decision that gives you the right to stay. Karta Pobytu is the physical residence card issued after that permit, confirming your right to stay and often to work. We handle all three and make sure they're done in the right order.
